PhD in Agricultural Engineering at Polytechnic University of Madrid (UPM) in 1996 with the distinction “cum laude” and José Cascón Award for the best doctoral thesis of the year 1996. Professor of Engineering Projects at UPM researching for 18 years (Ministry of Education and Science). Certified Project Management, Level C (2008) by the International Project Management Association (IPMA).

Director of the International Master Project Planning for Development and Sustainable Management at UPM – Erasmus Mundus Programme Master of Science in Sustainable Development in Agriculture, and member of the Academic Committee and Scientific Committee, since 2005. Coordinator of the Master's and Doctoral Programme Project Planning for Development and Sustainable Management at UPM since 2016.
Director of GESPLAN Research Group: “Planning and Sustainable Management of Rural-Local Development Projects” since 2017.
He has held various positions in international organizations related to R + D + I in Rural-Local Development Projects. He has been Deputy Director of ETSIAAB UPM, responsible for External Experiences and Employability.
Director of the Innovative Education Group at UPM (GIE-Project). Member of the Innovative Education Advisory Committee of UPM. Prize for Innovative Education in 2007 of UPM. Since 2008, he has been the Director of the Competencies Classroom for Project Management at UPM, aimed at facilitating the training and certification of competencies in Project Management using the International Project Management Association (IPMA) certification system.
Director of 18 doctoral theses. He is the author of an international patent. He has published 22 books, 57 scientific and technical papers; 32 papers in peer-reviewed journals of prestigious impact factor.
He was an active member of national and international research organizations, as well as managed various projects of European Union or international project calls. He has been lead investigator in multidisciplinary teams of 122 projects in corporation with national and international institutions; Lead investigator of 15 European Projects (two of them ongoing in the 7th Framework Programme and H2020 of the EU). He has directed 25 Innovative Education Projects, funded by competitive national or international public calls, in the European Higher Education Area and in other countries of America.
He worked for 30 years with governments, universities and companies on engineering projects, regional planning and rural-local development, both within the scope of the European Union, or third countries (Peru, Ecuador, Costa Rica , Mexico, Uruguay, Colombia). As external consultant at CGIAR (Consultative Group on International Agricultural Research), at European Commission (DG Evaluation Unit for Agriculture) and at FAO (Food and Agriculture Organization of the United Nations), he participated in various projects as well as international and European assessments. He has been the Technical Director of the Unit for Innovation in Sustainable Rural Development of the General Secretariat of Scientific Policy (in collaboration between the National Institute for Agricultural and Food Technology and Research (INIA), the Ministry of Economy and Technological Innovation of the Autonomous Community of Madrid and The Polytechnic University of Madrid (2002-2005)). Currently he is a member of different scientific and editorial committees, as an evaluator in several peer-reviewed journals indexed in JCR, the Quality Evaluation Commission of the National Agency for Evaluation and Prospective (ANEP) and the National Agency for Quality Assessment and Accreditation (ANECA).
