PhD in Agricultural Engineering at Polytechnic University of Madrid (UPM) in 1984 with the distinction “cum laude”. Professor of Engineering Projects at UPM researching for 24 years (Ministry of Education and Science). Certified as a Senior Project Manager, Level B (2007) by the International Project Management Association (IPMA). Coordinator of the Master's and Doctoral Programme in Project Planning for Development and Sustainable Management at UPM since 2010. In the academic year 2016-17 the course had students of 11 different nationalities. He has directed more than 45 international studies, works (USA, Ecuador, Mexico and Peru) and projects with various Spanish Autonomous Governments.

He has directed 14 doctoral theses (4 of them awarded), is the author of 24 books and 26 scientific articles. He has been the Director of the GESPLAN Research Group at UPM, in Planning and Sustainable Management, since its foundation in 2006. He has worked and directed seminars with the Department of Urban Planning of the University of California, Los Angeles (UCLA) in the Department of Rural Sociology at the University of California, San Diego (UCSD) and at the School of Social Welfare (UC Berkeley). Visiting scholar at UCLA (1993) and at UCSD (1994). Consultant of the Inter-American Development Bank (IDB) in 2011.

Since 1996 he took on different responsibilities in regional and national administration, as General Director of Agriculture and Food (1996-99) and Deputy Minister of Economy and Employment of the Community of Madrid (1999-00); General Director of INIA in the Ministry of Science and Technology (2000-04). At UPM he has been General Secretary (2004-2007) and Vice Chancellor for Economic Affairs (2007-2012); also Vice President of the Spanish Association of Project Engineering (AEIPRO) (2005-2012) and member of the board of directors of ENRESA (2012-2014). He directed the International Doctoral School at UPM until May 2016. He was the General Director of the School of Industrial Organization (EOI) part of the Ministry of Economy, Industry and Competitiveness.


MANAGER OF PUBLIC POLICIES IN R + D + I AND IN RURAL DEVELOPMENT

As part of the decision-making process in governmental units, he was able to influence the articulation of policies and their implementation through programs and projects of public scope for regional management (1996-2000), national (2000-2004), and international (2000-2016).

Nationally, he developed environmental planning (projects in the Regional Plan and the National Research Plan) and investment projects in rural areas linked to the Leader Community Initiative. Internationally, he incorporated new methodologies in Public Scope Planning with UC Los Angeles and in Social Capital with UC Berkeley. One of his great achievements is with the Aymara Women's Community (Puno, Peru), a rural development project which integrated 400 women since 2008.

PARTICIPATION IN NATIONAL AND INTERNATIONAL RESEARCH ORGANIZATIONS

He was an active member of national and international research organizations.
President of the Agricultural Research Coordinating Commission, whose objective is to promote together with the with the Autonomous Communities agri-food research policy in Spain. Member of the Functional Coordination Committee of Public Research Organizations. Member of the Unit for Genetically Modified Organisms, of the Ministry of Environment. Member of the Governing Council of the Higher Council for Scientific Research (CSIC), as well as the Geological and Mining Institute of Spain (IGME), and the Spanish Institute of Oceanography (IEO).

Member of EURAGRI (Group of the European Union for the Coordination of Public Agricultural Research Organizations) as well as EIARD (European Agricultural Research Initiative for Development). He is the Representative of Spain at CGIAR (International Agricultural Research Advisory Group), a group with is composed of 15 international agricultural research centres and who gets support from the World Bank and more than 30 countries.
