Introduction
Empowerment evaluation was applied to a rural development project to promote leadership among rural women artisans in Puno (Peru). They are developing their skills to become the leaders of their own project and transform their craft activities into a successful and sustainable business. This case study demonstrates how empowerment evaluation is a useful tool to promote capacity building in rural areas and help programs achieve their goals. The rural project and its evaluation were guided by the empowerment evaluation principles of improvement, inclusion, democratic participation, and capacity building, as well as a respect for community knowledge, community ownership, and accountability.
