RESUMEN

Major achievements in the improvement of Food Security and Nutrition reported in the LA Region are attributed to the effectiveness of policies implemented in this area in recent years. Seven countries in the Region have based those actions under FSN framework laws, which in their origins included the participation of civil society in the public policies cycle. This article presents a comparative analysis about the relationship between State and civil society defined by them. The variables used were: type, stakeholders, and resources available for those processes. Results show that, in most countries, social participation is present along the whole cycle of policies, except in the implementation phase. Likewise, the representation of civil society tends to agricultural organizations; and five legal frameworks pose the creation of subnational entities without the interference of civil society in the definition and allocation of budgets. This study aims to provide elements of analysis for improving governance spaces to design and implement FSN programs in the Region.
