PLANNING AND MANAGEMENT

Our investigation lines in this area are:

  • Planning Models in public scope
  • LEADER Approach and its adjustment to Latin America
  • Governability and regional decentralization

This has been one of our areas of investigation with greater route, initiated more than 25 years ago with diverse scientific and practical collaborations with universities (UCLA and Berkeley) of the United States. In the scope of planning and management of the public policies, the objective is to look for the improvement of the political organization and to contribute to the introduction of innovation and improvement in the implied institutions, mainly in the policies of local/ rural development.

The work in this area implies to identify the elements that continuously define different models of planning. In this way the different rol.     

ls played by each of the agents intervening in the process can be included/understood, as much the politician and technician planning, like the organized civil society and the business world. The risks and opportunities each model of planning contributes according to the geographic, political and sectorial context in which it needs to operate are also studied, as well as the elements that are necessarily put into practice.

Under this prism it is worked, likewise, in identifying and characterizing successful practices for their application in other contexts. In a particular way, the different tools and European policies in the regional policy scope and its adaptation in Latin America

TOWARDS A NEW MODEL OF REGIONAL PLANNING OF THE INVESTMENT PUBLISHES:“THE CASE OF THE PRISMA OF MADRID REGION”

In the European political context, the public action is determined by the obligation to promote oriented policies to obtain balanced development and economic and social cohesion of the territories. In this sense, the public investment in infrastructures and basic equipment is one of the fundamental means of the public administrations to impel the development of its territories and to improve the wellbeing of the citizens, independently of the concrete forms with which it is made: direct performance, public company, administrative concessions, support to the private action.

RURAL DEVELOPMENT PROGRAM OF MADRID REGION (2007 - 2013)

This is the Rural Development Program of Madrid Region (PRD -CM) for the period of 2007-2013 programming.

The presentation of this document is made in accordance with the specified in the regulation (EC) num. 1698/2005 of September, 20th 2005 Council about the aid to the rural development through Agricultural European Fund of Rural Development (AEFRD), as well as the annexe II of Regulation (EC) 1975/2006, by the Commission of December, 7th by which the dispositions of application of the mentioned Regulation are established and in accordance with the requirements granted in the Rural Development National Strategic Plan (2007–2013) elaborated by the Ministry of Agriculture, Fisheries and Food.

PLANNING AND MANAGEMENT OF THE LOCAL DEVELOPMENT ACCORDING TO THE EUROPEAN MODEL OF LEADER INITIATIVE: “Application to seven pilot zones of Mexico”

The generic Objective is to initiate a united investigation to apply and to validate a new approach of the planning of the development in Mexico by means of the adaptation of LEADER model through seven pilot strategies linked to the different Postgraduate School Campuses (Texcoco, Puebla, Cordova, Veracruz, Tabasco, Logwood and San Luis Potosí) and a regional frame program.

With the sharing session of resources of investigation of the UPM and Mexico’s PC, by means of mobility of the members of the respective equipments of investigation.

ANALYSIS OF THE REGIONALIZATION FOR THE LOCAL DEVELOPMENT IN URUGUAY

The Project “Analysis of the Regionalization for the Local Development in Uruguay” co-financed by the Spanish Agency of International Cooperation (SAIC) and the Office of Planning and Budget (OPB) of the Presidency of the Republic, was initiated in September 2002 and concludes with the third mission carried out between the 21st and the April, 28th 2005.

In order to carry out the project, three missions were made in Uruguay, each one with alternate targets, in the course of which the work team was consolidating the reached advances contrasting them with the different interlocutors of the Country.

EVALUATION OF SOCIAL PROJECTS IN HOUSING MATTER DEVELOPED IN MADRID REGION DURING THE PERIOD 1998-2004 “PLAN OF VILLAVERDE - USERA”

Madrid Region started up the investment Plan for the districts of Villaverde and Usera during the period 1998 - 2004, characterized by an innovating system of management by projects and by the incorporation to the management of the powerful existing social capital in these districts. The result was shaped in the development of a battery of projects of important social content, jointly elaborated between Madrid Region and the associations of neighbours.
