EVALUATION

Our lines of investigation in this area are:

  • Empowerment evaluation
  • Evaluation of European policies and programs
  • Evaluation of projects of cooperation to the development

The evaluation constitutes one of the high-priority areas of investigation of GESPLAN, especially in the evaluation field of policies related to the regional and rural development of the EU, to education, to investigation or to the development cooperation. Within this area of investigation there have been established some lines of collaboration with American universities like Stanford, for being this country one of which counts on a richer investigating tradition in evaluation subjects and an earlier institutionalization of the evaluative practices in the public administrations.

The evaluation plays a key role in the programs and projects that tratan to affect the development, where it is important to insist on the use of the process of evaluation as opposed to the exclusive usef4.jpg that often is made of the evaluation results to demonstrate that the investments work. It is important to bet by a suitable use of the process of evaluation like via for the strengthening and acquisition of capacities of the population, without forgetting the importance of the use of the results. It is for that reason that from GESPLAN works and investigates with investing methodologies of evaluation like “utilization-focused evaluation”, “stakeholder-based evaluation” or “empowerment evaluation”. These methodologies have been applied in collaboration works with international organisms such as the EU Commission or the Consultative Group on International Agricultural Research (CGIAR), with regional governments of Spain, national governments likef5.jpg those of Spain, Mexico or Peru, or private companies like IDOM.

The examination of the conditions that legitimize public and private decision taking often stands out that the policies of development and territorial cohesion frequently suffer from the lack of an adapted scientific base. The global objective of GESPLAN in this area of investigation is the one to contribute to mitigate this limitation by means of a suitable transference of its results to the institutions in charge of fomenting the development, the cohesion and social integration. It does not only deal to contribute to the generation of knowledge but in causing that it results in improving the social welfare with positive and practical consequences in the quality of the citizens´ life.

The present report summarizes the evaluation of the two main measures of the agricultural component of the POSEICAN (Programme of Options Specific to the Remote and Insular Nature of Canary Islands), devised to favour the entrance in the European Union of the Canary Islands considering the specific conditioning factors of the islands in the application of the common policies.

EVALUATION OF THE IMPACT OF THE COMMUNITY MEASURES ON SET-ASIDE

The present report of evaluation (to which you could accede by going to the inferior part of this cell where it puts “to read more”), includes the corresponding part to Spain of the Work of Evaluation on the impact of the communitarian measures relative to the earth retirement. This work is made up of five documents: four regional ones and the national report.

The regional reports belong to the Independent Communities of Castilla y León, Castilla y La Mancha, Aragón and Extremadura. These four regions include more than 70% of the National surface COP. The location plane of the four regions appears in annexe 2 of the national report. The national report constitutes a summary document of the four regional reports simultaneously including some added national data.

EMPOWERMENT EVALUATION: AN INSTRUMENT THAT CONTRIBUTES TO THE REDUCTION OF POVERTY IN THE ZONE OF SARAGURO (ECUADOR)

The socioeconomic indicators classify the zone of Saraguro AS one of the poorest in Ecuador and Latin America.

In order to diminish the risk of the families of this zone going towards the indigence, since 1995 there have been developed a series of activities of investigation related to farming products with the opportunities of market and nourishing security. In that sense, several national and international actors have invested technical and financial resources, giving a positive answer to the posed problems.

EMPOWERMENT EVALUATION: DEVELOPMENT OF THE WOMAN IN THE RURAL COMMUNITIES OF PUNO AND CAÑETE VALLEY(PERU)

Due to all this, within the set of the rural population of the communities of Cañete Valley and Puño, the group of women was specially prioritized with the purpose of harnessing a greater economic and social autonomy, an increase of the participation in the communitarian decision making and a power increase of productive and transforming organization, which will result in a greater familiar level of income and, therefore, in a greater welfare since they continue being the main involved at home.

EMPOWERMENT EVALUATION: A Case Study of Rural Development and Empowerment in the European Union

This paper presents a case study examining the building of evaluation capacity and the diffusion of evaluation culture within the context of European policies regarding rural development in Spain. The study examined the use of empowerment evaluation (Fetterman 1994a, 1994b, 1996; Fetterman and Wandersman 2005, 2007) in the different summative evaluations required by the European Union over a ten year period in three rural areas. The focus is not on the evaluation findings but on the evolution of the evaluation process and its capacity building through an empowerment approach. The present work shed some light on key dilemmas and difficulties associated with the empowerment evaluation model – specifically focusing on the evaluator role and advocacy – as well as on its limitations and potential applicability to rural development in the EU. La evaluación constituye una de las líneas prioritarias de investigación de este grupo.

DESIGN OF EVALUATION OF COMMUNITARIAN INITIATIVE LEADER IN CORK (IRELAND)

This one has been fortified with the development of four projects ordered by the European Union Commission for the evaluation of communitarian agricultural programs like the agroenviromental POSEICAN, SET-ASIDE, agroenviromental measures and the CAP for permanent cultures.

On the basis of this experience and continuing with the evolution of the group it is decided to develop this same line in other scopes as it is the rural development. It is in this way how it is arrived at Communitarian Initiative LEADER. This one is implemented widely with remarkable success in all the European territory. Nevertheless, due to the innovation of its philosophy and application with respect to the one of the traditional agrarian policies, a deficiency exists as far as capable methodologies of evaluation contemplate its specificities. It is for that reason why with this project is raised the design of an evaluation model for this type of initiatiVES.

STALE WHEAT EVALUATION PROJECT

IMPROVEMENT OF THE STALE WHEAT IN SPAIN: “EVALUATION OF THE AGREEMENT FINANCED BY THE INIA OF SPAIN, AND IMPLEMENTED BY CIMMYT IN MEXICO AND THE INIAS OF THE CCAA IN SPAIN”

The present work “Evaluation in Agreement INIA-CIMMYT financed by the INIA of Spain (2001-2003) implemented by CIMMYT in Mexico and the INIAS of the CCAA in Spain” tries to evaluate the results in this Agreement. The work was ordered by the Area of Coordination and Pursuit of International Programs of the INIA to the Unit in Innovation and Sustainable Rural Development for having enough scientific, technical and human capacity to undertake it, taking into account its wide experience in evaluation subjects and agrarian subjects. In January of the 2004 the reference terms were elaborated and in the month of May of the 2004 the evaluation was finalized.
